Country summary

eID.With its Citizen Card, Portugal started implementing its digital identity scheme in 2007, being one of the first countries to combine five different identification numbers in one card and introduce digital certificates. In 2014, the Digital Mobile Key was introduced. An eID user can obtain professional attributes (SCAP functionality) to act on behalf of a company. The eID system doesn’t include a digital proxy service.

ePayment The Payment Platform PPAP is the system that allows multiple payment methods to be made available on government websites and digital services, ensuring the management, control and monitoring of receipts in an integrated manner. 

Messaging The Public Service of Electronic Notifications allows citizens and company representatives to receive online notifications sent by public entities, through the Electronic Notification Platform. This platform is available on the ePortugal portal and through a mobile application. The Messaging Platform GAP enables the sending and receiving of SMS between citizens and public administrations.

Transparency The Interoperability Platform IAP authentication provider allows users to authenticate with the Citizen Card, on websites or portals duly accredited and authorized for that purpose. Through this functionality it is possible for the citizen to authorize the online consultation of certain data with perfect knowledge of the purpose of the consultation and the data consulted.

General Digital Services The ePortugal portal lists several services that are digitally available. No systematic measurement of user satisfaction has been found.


Currently, no public data is available on user satisfaction and digital form submission in Portugal. The Digital Government MetaMonitor records data in all other categories. Improvements can be made, especially with regards to machine readability and update frequency.
